Further to my earlier comment, I made a minor change to my transient iframe 
generation, so the code now reads as follows:
var iframe = document.createElement("iframe");
document.documentElement.appendChild(iframe);
iframe.src = "gap://ready";
window.setTimeout(function() {
  iframe.parentNode.removeChild(iframe);
  iframe = null;
}, 0);

Now that I've done that, it appears as if Cordova is functioning correctly, and 
velocity scrolling is too.
