Also, yes the github pull request system is the way to submit patches. The
callback-dev list will get an email notification, and a committer will get to
your pull request for review and inclusion as soon as possible.
The flow is documented here: http://wiki.apache.org/cordova/ContributerWorkflow
You can also generate a patch file and attach it to the issue (make sure you
tick the Apache 2.0 license checkbox for attachments).
