With Android 4.0.x scrolling is fine - but with 4.1.x scrolling in the webview
is choppy and less than ideal. It doesn't have affect with 4.0.x on 2.0rc1.
The webpage is setup with a position fixed element at the top and scrollable
content below. This is supported with 4.1.x
