Hey Tim,
Can you do up this ticket for me please?
Take a look at what the [android scripts do at runtime to pull in
commons-codec|https://github.com/apache/incubator-cordova-android/blob/master/bin/create#L97-L105].
The issue is we can't check in any .jar files into our repo. Instead, check for
their existence at runtime using the cli scripts packaged with this
implementation.
