I believe that the timing is

B2 Opposite allemande right 1/2 [2 bars], women promenade inside halfway [2
bars], partners swing [4bars].

The dance is in The Lizard Research Institute & Other Dances by Carol

   It's more of a slingshot than an allemande, and it's just half way.
   It's definitely quick, though.  The B2 is flexible, though, which
   allows for folks to be late and not have the dance fall apart.
