I wrote to Jim Kitch and he confirmed that the dance is indeed "Spare Parts"
as Will Mentor indicated. I'm posting a part of Jim's reply below because I
thought his comments on R&L through interesting.

Will Mentor is absolutely correct; the dance you are asking about is "Spare
Parts", which I wrote (in the late 1980's or very early 1990's, I believe)
for a band of the same name that I was calling with at the time.  [Will M.
has the choreography correct as well.]
 
BTW, IMHO a pass-through-and-twirl IS a right-and-left-through -- at least,
it is what the majority of dancers do today when a right-and-left-through is
called for.  (I'm ignoring the with/without hands question, the norm of
which varies depending on where you are.)  I only specify the California
twirl in "Spare Parts" because, in that dance, it sets up the next action
much better than a conventional courtesy turn does.
