Yep, that could be rephrased to indicate that the actual installation
package for Kexi would appear in later 2.8.x stages.
Only if someone else would step up and start packaging it. We _do_ get
enquiries for Kexi on Windows, at a rate of 3-4 a year, i.e., not enough
to make the effort viable.
