Update the plugin version numbers
This patch updates the MinVersion and PluginVersion of all Calligra
plugins (except for Sheets function plugins and Kexi plugins) to 27 (to
reflect that current master will become 2.7). It changes the loading of
plugins from <= MinVersion to == PluginVersion since we cannot reliably
load any plugin that wasn't built against the current version.
The pigment plugins now no longer have an X-Flake-PluginVerson property,
but X-Pigment-PLuginVersion.

Oh just realized, this disabled the Kexi plugin until today. My fault
is that I have no autotest for that :)
Boud, I remember you mentioned it would be cool to have the version
update automated.
Ideally I'd see turning the .desktop files to .desktop.in files but
this would break the scripty tool, hmm?
How did you update to 27 and then to 28? Do you have a script?
