As far as I'm aware any files expressly placed into the public domain by
the rights holder is fair game for any kind of use.

The only issue that might arise with some public domain works is where
they enter public domain because copyright expires, but because the
copyright won't expire globally at the same time and these works of art
may not be suitable legally in some areas.

However there is a large database of mp3 files that are licensed either
as public domain or variations under the creative commons license that
may be suitable for re-distribution as music on hold.

As for the translations of voice menus etc, that would be a case by case
issue with the rights holders and/or current licenses.

I doubt the EU/DMCA has anything to do with licensing files you own the
copyright on. If you mean using files that you download yourself rather
then from CallWeaver then that is a different matter altogether.
