I had the same problem. Actually I was not able to receive faxes with ecm, because my fax machine cancels the reception if more than x errors occur. I watched the log and somehow it always managed to initite the transmission, but I did not see any actual t.38 packets transmisssion. My solution was to turn off the ECM capability in my fax machine.
