In my case there is no T38 re-invite to ATA after getting T38 re-invite from Cisco on outgoing call in the following config Linksys_2102->callweaver->Cisco_AS5400. In order to show that the problem is definitelly within CallWeaver I made two sets of SIP and RTP traces with the same hardware configuration except Callweaver version - all was fine with SVN-2932 and completelly bad with latests SVNs. All traces are included to the ticket. Unfortunatelly there's absolutely no reaction on this ticket since Aug 21 2007... As for RC4 - as I remember is has very bad bug - some of paramaters are not passed to Proc - probably second parameter dissapers.
