Here is my APT-GET command line I use to setup cw on ubuntu :
apt-get install gcc subversion libtool automake build-essential 
libncurses5-dev libssl-dev libltdl3-dev libtiff-dev libreadline5 
libreadline5-dev libcap-dev speex libspeex-dev ntpdate flex bison screen 
lksctp-tools libsox-fmt-all sox

You should beable to run configure easily with these packages
