No one is to be blame but those who have been deported. That is something that they HAVE TO PAY FOR THEIR CRIME. They may be jailed. They may be deported. They are not American citizens. They are Cambodian citizens. Hence there is nothing wrong with the system. SO BLAME THEM, NOT THE AMERICAN IMMIGRATION POLICIES.
