Hanoi has consolidated its position with this nomination plus 7 deputies ,while 
Cambodia remains occupied by Hanoi against 10 UN RESOLUTIONS. 
King Norodom Sihamoni is falling into Hanoi trap like his father Norodom 
Sihanouk , with this UNCONSTINTUIONAL DECREE:
 
Article 1: Terminate the post of Gen. Ke Kimyan, registration No. 000008, as 
Commander in Chief of the Royal Cambodian Armed Forces [RCAF].
"Article 2: Appoint Gen. Pol Saroeun, registration No. 000017, as Commander in 
Chief of the RCAF.
"Appoint Gen. Kon Kim, registration No. 004282, as Deputy Commander in Chief of 
the RCAF and as chief of the Army General Staffs in addition to his present 
position.
" Appoint Gen. Meas Sophea, registration No. 000016, as Deputy Commander in 
Chief of the RCAF and as Commander of the Army.
"Appoint Gen. Mol Roeub, registration No. 000043, as Deputy Commander in Chief 
of the RCAF in addition to his present position.
"Appoint Gen. Chea Dara, registration No. 000183, as Deputy Commander in Chief 
of the RCAF in addition to his present position.
"Appoint Gen. Hing Bun-heang, registration No. 000444, as Deputy Commander in 
Chief of the RCAF in addition to his present position.
"Appoint Gen. Sau Sokha, registration No. 000105, as Deputy Commander in Chief 
of the RCAF in addition to his present position. 
"Appoint Rear Adm. Ung Samkhan, registration No. 000042, as Deputy Commander in 
Chief of the RCAF.
"Article 3: Any regulations that are contrary to this royal decree are 
considered null and void.
"Article 4: Samdech Akkeak Moha Senapakdei Decho Hun Sen, prime minister of the 
Kingdom of Cambodia, is ordered to implement this royal decree successfully.
"Article 5: This royal decree comes into effect the date it is signed."
"Done in Phnom Penh Royal Palace, 22 January 2009.

Pol Saroeun(trained in Hanoi for four years , VIETNAMESE IN THOUGHT,IN DEED AND 
MIND) A PH D IN HO CHI MINH DOCTRINE.  He is loyal to Hanoi , not to Sihamoni 
,compatriots. Moreover Pol Saroeun is a VIETNAMESE. LOOK TO THE SHAPE OF HIS 
FACE , HIS PHYSIONOMY, ETC.... 
UN Passes Strong Resolution on Cambodia Human Rights Abuses Feb. 27, 1982 : UN 
Commission on Human Rights meeting in Geneva adopted a resolution condemning 
Vietnam’s occupation of Cambodia as a violation of Cambodian human rights. The 
vote was 28 in favor, 8 against, and 5 abstentions.Oct. 21, 1986 The UN General 
Assembly adopted a resolution A/RES/41/6, by vote of 116-21 with 13 
abstentions, calling for a withdrawal of Vietnamese forces from Cambodia. Gen

On 22 January, Cambodian Government-run Phnom Penh Television Kampuchea in 
Cambodian at 1002 GMT carried, before its primetime evening newscast, an 
announcer-read royal decree issued by King Norodom Sihamoni on 22 January 2009, 
announcing the termination of the post of Gen. Ke Kimyan as Commander in Chief 
of the Royal Cambodian Armed Forces [RCAF] and the appointments of eight flag 
officers.
The royal decree contains the following five articles:
"Article 1: Terminate the post of Gen. Ke Kimyan, registration No. 000008, as 
Commander in Chief of the Royal Cambodian Armed Forces [RCAF].
"Article 2: Appoint Gen. Pol Saroeun, registration No. 000017, as Commander in 
Chief of the RCAF.
"Appoint Gen. Kon Kim, registration No. 004282, as Deputy Commander in Chief of 
the RCAF and as chief of the Army General Staffs in addition to his present 
position.
