SEX CRIMES
Phnom Penh's Appeal Court upheld Tuesday the conviction of German paedophile
Alexander Moritz Watrin but cut his sentence by three years, citing a change in
child abuse laws. The 38-year-old computer designer was convicted in 2006 of
debauchery, the term Cambodian authorities used for sexual abuse before laws
were changed last year. Preah Sihanouk provincial court had sentenced Watrin to
10 years in prison and ordered him to pay US$5,000 in compensation to four
homeless boys between the ages of 12 and 15 he was found guilty of molesting at
his rented home along the coast. Watrin's defence lawyer, Pich Sorya, told the
Post Tuesday he was unsure whether his client, who continues to maintain his
innocence, would pursue an additional appeal. Teng Maneth, the lawyer provided
by the anti-paedophile NGO Action Pour Les Enfacts to represent the victims,
said the reduced sentenced was ‘‘reasonable'' and in line with the revised law
on child sex abuse.

Feb. 27, 1982 : UN Commission on Human Rights meeting in Geneva adopted a
resolution condemning Vietnam’s occupation of Cambodia as a violation of
Cambodian human rights. The vote was 28 in favor, 8 against, and 5 abstentions.
Oct. 21, 1986 The UN General Assembly adopted a resolution A/RES/41/6, by vote
of 116-21 with 13 abstentions, calling for a withdrawal of Vietnamese forces
from Cambodia.

Pour que le 7 janvier 2009 soit le véritable jour de Libération
(Paris le 07 Janvier 2009)
Aujourd'hui, le 7 Janvier 2009 marque le 30ème anniversaire du 7 Janvier 1979,
dans lequel l'armée vietnamienne a envahi le Cambodge sous prétexte de sauver
le peuple Khmer du régime des Khmers rouges de Pol Pot.
Il est vrai que le peuple cambodgien a été libéré du «génocide» et des
atrocités du régime. La communauté internationale a également applaudi la fin
de l'ère Pol Pot, mais ils ont fermement condamné l'occupation des forces
armées Vietnamiennes qui occupent continuellement et restent au Cambodge avec
leur influence militaire, politique, administratif, économique et sociale.
Les Nations Unies qui ont pour rôle de protéger et de restaurer la paix dans le
monde ont également condamné l’occupation des forces vietnamiennes au Cambodge
par la grande majorité des voix de ses pays membres. Les Nations Unies ont
compris la cupidité ultime et la ruse de la planification du Viêtnam pour
fusionner le Cambodge dans la Fédération Indochinoise (Khmer, Lao, Viet) sous
la tutelle du Vietnam qui est la véritable cause de l'instabilité et de
l'insécurité de la région (Une grande majorité de la Communauté Internationale
soutenaient l'initiative de l'ONU).
Les événements qui ont eu lieu jusqu'à présent démontrent et confirment la
volonté réelle du Vietnam avec la collaboration du Parti Populaire Cambodgien
(PPC), à savoir :
Le Parti du Peuple Cambodgien (PPC) a été installé par l'armée vietnamienne
envahissante au Cambodge en 1979 et il a déclaré solennellement, pour manipuler
l’opinion du peuple khmer, que son régime est tributaire, neutre, démocratique,
libre et économiquement développé.
En revanche, si on regarde les résultats accomplis par la gouvernance du PPC
jusqu'à maintenant, le peuple khmer peut juger honnêtement et avec justice que
le régime du 7 janvier 1979 mis en place par le Vietnam amène au peuple khmer
et à la Nation Khmère les problèmes suivants :
§ la pauvreté sociale (la pauvreté a touché le planché),
§ le niveau de vie des fonctionnaires atteint le seuil de pauvreté,
§ la crise économique,
§ la corruption généralisée,
§ la destruction des ressources nationales de toute sorte,
§ la perte de l’intégrité territoriale,
§ le flot incessant des immigrants vietnamiens au Cambodge,
§ les accords des coopérations illégaux et inégaux tout azimut avec Hanoï etc..
