We have seen the trial of Deuch who ran S21. I always believe that it is very difficult to prove that Deuch ordered the killings himself. The burden of proof is on the prosecution. What kind of evidence can they bring with them to convict Deuch? Obviously, Deuch cannot escape the punishment. He has involved so much in the whole killing machine. Eventhough, the prosecution cannot prove that he did on his own, Deuch will be convicted because the killings is the worse in world history.
Here is another of my observation. Most of what so called S21 victims are Khmer Rouge officials themselves. To me, those people were part of the killing machine themselves before they were arrested.
