Si le PSR savait que cette loi est liberticide, en plus le gouvernement royal 
khmer ne tenait pas compte pourquoi de l'amendement que PSR les soumettait, 
pourquoi ses députés votaient cette loi. Pourriez-vous nous expliquer ?

Introduction
The purpose of this paper is to shed light on the illegitimate process through 
which
the law was adopted, to raise national and international awareness of the 
dangers of the
adopted provisions, and to provide a tool for advocacy groups, international 
donors and
others who value freedom of expression. There is an urgent need to monitor the
implementation of this law and the impact it will have on fundamental rights, 
in particular on
freedom of expression, and to find solutions to amend this law before space for 
democracy in
Cambodia is affected to a point of no return.
An Undemocratic Debate Process
The Sam Rainsy Party (SRP) acknowledges the serious efforts invested by the 
Royal
Government of Cambodia and the technical inputs provided by international and 
national
experts, civil society and trade unions in the past decade for the drafting of 
the Penal Code.
After over a decade of preparation, copies of the draft law were made available 
for
review to Members of Parliament (MPs) less than one month before its adoption 
on October
8, 2009. The United Nations Development Program (UNDP) held a briefing seminar 
that
brought together legal experts and government officials to inform MPs of the 
implications of
the draft law.
Debate on the draft was held at the National Assembly from October 1 until 
October
8, 2009. Serious concerns and recommendations were made by participating MPs 
pertaining
to freedom of expression. However, not one of the recommendations was 
incorporated in the
draft that was presented for the eight-day debate ( Continue, see attachment
