Bonjour, Si le PSR savait que cette loi est liberticide, en plus le gouvernement royal khmer ne tenait pas compte pourquoi de l'amendement que PSR les soumettait, pourquoi ses députés votaient cette loi. Pourriez-vous nous expliquer ? LIM Kim-ya

An Undemocratic Debate Process The Sam Rainsy Party (SRP) acknowledges the serious efforts invested by the Royal Government of Cambodia and the technical inputs provided by international and national experts, civil society and trade unions in the past decade for the drafting of the Penal Code. After over a decade of preparation, copies of the draft law were made available for review to Members of Parliament (MPs) less than one month before its adoption on October 8, 2009. The United Nations Development Program (UNDP) held a briefing seminar that brought together legal experts and government officials to inform MPs of the implications of the draft law. Debate on the draft was held at the National Assembly from October 1 until October 8, 2009. Serious concerns and recommendations were made by participating MPs pertaining to freedom of expression.
