Both of us have the right thought that this is the right time to let the Universe know about our free will and aspirations. We both know that only and only independence can end the suffering of our people and can restore the lost rights back to our people as fully sovereign and fully independent people as dignified members of the human family on this planet Earth in accordance with the international laws and especially in strict conformity to the Universal Declaration of Human Rights adopted and proclaimed by General Assembly resolution 217 A(III) of 10 December1948. In this spirit and solidly and strongly based on good circumstances of time, of cause, of aim, of means, of manner and of place, our Association of Khmer Kampuchea Krom of Minnesota, Inc.'s third and fourth petition are ready at the right time, right cause, right aim(goal), right means, right manner(way) and right place(location)to call upon all Khmer Krom leaders of different organizations and institutions either humanitarian, scientific, educational, civic, political, religious,and monasteries and all their members and supporters to support these last two petitions of life or death of our Motherland Kampuchea Krom and our Khmer Krom peoples by signing for "Independence" instead of signing for "Free association with Viet Nam or Integration into Viet Nam or Autonomy" because all those last three choices won't make our Kampuchea Krom territory fully independent and won't make our Khmer Krom peoples fully sovereign and fully free from the control and or guardianship of Viet Nam and thus won't end the suffering of our people. This is our urgent appeal to all compatriots for support but we cannot compel or coerce anyone to sign for "Independence" against his or her own free will. It's up to him or her to freely determine the political status of his or her own territory and his or her own destiny and that of his or her own Land and Peoples. But we can remind them that their options for those last three forms or models of self-determination won't eliminate or cease the suffering of their peoples, except for independence option. These last two petitions will be sent sooner or later to the UN for further consideration and eventual decision regarding the addition of Kampuchea Krom territory and dependencies to the list of non-self-governing territories in order to be decolonized by the UN Special Committeee on Decolonization and place it under the UN control for an eventual UN-sponsored referendum allowing the indigenous Khmer Krom peoples to freely determine their own political status for their self-government or their self-rule and to freely pursue their economic, social and cultural development in accordance with Article 3 of the UN GA Declaration of 13 September 2007 and in accordance with all seven points stipulated by the UN GA Resolution 1514(XV) of 14 December 1960 regarding the Declaration on the Granting of Independence to Colonial Countries and Peoples and the UN GA Resolution 1541(XV) of 15 December 1960 regarding the free option for any form or model of self-determination or self-government.
