To all Khmer compatriots, ladies and gentlemen,
 
Dear Khmer Kandal and Khmer Krom fighters,
 
Mr. Sam Rainsy and his party non-violence policy towards Hun Sen/CPP will not 
and never be able to work and Vietnam does not want to understand what is 
democracy, what is human rights and what is oppressed, colonized, occupied 
Cambodia who once upon a time fed, sheltered and supported  the Crocodile 
Vietnam to win over United States Arm forces in Vietnam War. 
 
On 16th December, 2009 Mr. Hun Sen said in Cambodian public that Mr. Sam Rainsy 
will not be tolerated again this time, he must come into Cambodia and go to 
Prey Sar prison (sic), or he should ask Thai government to let him form a Khmer 
Exile Government at the Khmer-Thai territory along the Western border.
 
What Mr. Sam Rainsy ought to do is neither go to Prey Sar prison nor go to 
Vietnamese court in Hanoi.  If, I were Mr. Sam Rainsy I would negotiate with 
Mr. Abbhisit Vejjajiva the Thai prime minister to follow Mr. Hun Sen’s 
suggestion of forming a Khmer Exile Government at the Thai-Cambodia border.  I 
can assure you there will be 100 of thousands Khmers inside Cambodia will come 
to join the new Khmer Exile Government like in 1979’s.
 
Khmer King Norodom Sihamoni appointed Thaksin Shinawatra as Hun Sen’s adviser.  
Therefore, Mr. Sam Rainsy can form a Khmer Exile Government along Khmer-Thai 
border too.  THIS IS THE ONLY WAY WHICH CAN bring Vietnam and their slave Mr. 
Hun Sen/CPP to respect the 23rd October, 1991 Paris Peace Agreement by 
convening another international conference on Cambodia.

Mr. Hun Sen says there are 100,000 North Vietnamese Communist armed forces 
still occupying Cambodia everyday and they stay on top of his head. 


Eyes witnesses say there are 4 to 5 million illegal Vietnamese communists also 
occupying Cambodia to give illegal votes to Mr. Hun Sen and his CPP 
illegitimate government. 

My appeal to President Barack Obama are:

(A)***** Can the United States of America rescue Cambodia from Vietnamese 
communist government who through their puppet Mr. Hun Sen/CPP government are 
swallowing Cambodia now??? Your past policies in helping Cambodia on Human 
Rights, Democracy, Health and education were so great, but they will not stop 
Vietnamese government from swallowing Khmer country in the near future. 

Cambodia always wanted to be USA’s allies in her own independent right, not 
through the satellite of Hanoi government.

(B)***** Can the United States of America stay in Cambodia for ever by not 
deserting Cambodia and leaving innocent Khmers as the most trusted US ally to 
be slaughtered by Vietcong/NVA/Khmer Rouge soldiers (prince Sirimatak Sisowath 
last letter in March 1975 to then US Ambassador John Anthony Dean) like the USA 
did on the 12th of April 1975???

(C)***** Can the United States of America rescue Cambodia from the dictator Mr. 
Hun Sen the same way as America rescued Iraqi people from the dictator Mr. 
Saddam Hussein???

(D)***** Can the United States of America do it now either by law or by force, 
before the Hanoi government completely swallows Khmer people and Khmer land 
through its puppet Mr. Hun Sen/CPP government.

President Obama, by helping all Khmers inside Cambodia to stand up strong and 
tall against the dictatorship and corruption of Mr. Hun Sen and the Cambodian 
People Party (CPP) like Ambassador Rodley did in the Cambodian Olympic Stadium 
this year, US may also soon help rescue the whole of Cambodia from the 
occupation of the 100,000 disguised Communist Vietnamese Army + their advisers 
+ 4 to 5 millions illegal Vietnamese immigrants who have not left Cambodia 
according to the 23rd October 1991 Paris Peace Accord yet!!! 


In the East we have been colonized by Hanoi, whereas in the West we have the 
threat from the Thai government and her powerful Armed Forces everyday since 
July 2008.

President Obama, may I urge you to put pressure on Mr. Hun Sen and his Royal 
Cambodian government to immediately accept 10,000 of American Armed Forces plus 
10,000 United Nations Armed forces to the Khmer-Thai and to Khmer-Vietnamese 
border to:

1- Prevent the Royal Thai Armed forces from burning Khmer civilians alive again.

2- Prevent the Royal Thai Armed forces from invading Cambodia and killing all 
the former Khmer Rouge soldiers and their teenage sons on Hanoi and Mr. Hun 
Sen’s governments’ behalf.

3- Prevent Mr. Hun Sen government from signing any new contracts with his 
master Hanoi in bringing 100,000 or more Bodoi troops to fight with the Royal 
Thai Armed forces from Inside Khmer territory. Although, previously there were 
100,000 of NVA + 4 to 5 millions of illegal Vietnamese immigrants inside 
Cambodia already, but the 25 years troop intervention (invasion) contract 
between Hanoi government and the Royal Cambodian Government in the past have 
finished many years ago.

May the Almighty God bless America and little innocent Cambodia.

May the Almighty God rescue Cambodia from Vietnam swallowing and from the Royal 
Thai Armed forces invasion.

Khmer Krom plead for citizenship

A group of 24 deportees from Thailand have arrived in Phnom Penh to seek 
government assistance.

A GROUP of 24 Khmer Krom asylum seekers recently deported from Thailand arrived 
in Phnom Penh on Wednesday in a desperate bid to have their Cambodian 
citizenship confirmed by the government.

The group, part of an ethnic minority from the Mekong Delta region in Vietnam, 
were deported from Thailand on December 5 after fleeing Vietnam. They had been 
sheltered by the Independent Democratic Association of Non-Formal Economy in 
Banteay Meachey’s Poipet town.

Members of the group – which is currently staying at Wat Angtaminh near Phnom 
Penh International Airport – say they fear severe repercussions from the 
Vietnamese government if they are deported.

Members of the group say that when they fled Vietnam, they lost their homes and 
many possessions. Huynh Ut, 33, said his father is now disabled as a result of 
abuse by Vietnamese authorities. “They broke his skull and beat his body, and 
shocked him” with a stun device, he said. “After three months, the starvation 
made him disabled.”

Another member of the group, 56-year-old Choav Heng, said: “Yesterday, we went 
in to meet the UNHCR to fill in forms and register with the government so they 
can start to help us,” referring to the UN refugee agency. “We have sent many 
letters to the Ministry of Interior so they could see this case and try to help 
us, but we have not received a response. We have also written to the National 
Assembly, many NGOs and human rights organisations because we are in great 
difficulty. We don’t have any food. We don’t have any money. We don’t have 
anything for our daily lives.”

Though hungry, poor and with no place to live, the biggest worry for his group, 
said Choav Heng, is the constant fear of being sent back to Vietnam.

“The Vietnamese government still wants to catch us,” he said.

“We need protection. Because we are Khmer Krom, we would like the government to 
give us some security and confidence.”

He added: “We need the government and UNHCR to accept us as Cambodian people. 
We would like the government to help find us a place to stay near schools and 
markets. We also need land for agriculture.”

He said the group needed “help from the government with identification cards or 
any documents we need” to become Cambodian citizens. “For me, I would just like 
a place. A good place, any place that they can give us. We find it hard to be 
understood, [but] I hope in Cambodia we will be more accepted and better off.”

Ministry of Interior spokesman Khieu Sopheak has said that if they are in 
Cambodia and ar Khmers, they have an automatic right to citizenship, but also, 
earlier this month, that the arrivals had not yet been clearly identified as 
ethnic Khmers.

He did not detail exactly what the identification process involved.

“The asylum seekers must realise that the right for asylum is no longer under 
the authorisation of the UNHCR,” he said.

The UNHCR could not be reached for comment on Thursday, but Kitty McKinsey, 
UNHCR spokeswoman in Bangkok, said on December 15 that the deportees had been 
at various stages of their asylum applications at the time of their deportation 
from Thailand.

She said the UNHCR regarded their deportation as a “serious matter” and had 
taken up the issue with the government in Bangkok.

“Our position is that no asylum seekers should be deported from Thailand unless 
their appeals have been processed and it has been properly established that 
they do not require international protection,” she said at the time.

She went on to add that there are “orderly procedures” for returning 
unsuccessful applicants to their countries of origin.

Striking similarities

The plight of the recent arrivals to Phnom Penh follows the deportation of 54 
Khmer Krom, also by Thai police, in June.

Ang Chanrith, executive director of the Khmer Kampuchea Krom Human Rights 
Organisation, said the 54 were subsequently smuggled back into Thailand to make 
another bid for asylum. He said “more than 10” of the current deportees were 
also deported in June.
