So you are saying that PEOPLE ARE SUPPOSED TO BE POOR WHEN THEY LIVE
IN A POOR COUNTRY?
Or are you saying that they are supposed to live like poor people as
long as they live in that poor country with any kind  of wealth they
have?
Does it apply to America too?
Are people in America supposed to live like rich people since America
is the super power on earth?
If America is a poor country, are the people in America supposed to
live like poor people all the time?

You cannot use that kind of analysis to judge Cambodia. In fact, you
are saying it because you really don't like those people to be wealthy
at all according to your writing.
