This answer is very clear. Sam Rainsy doesn't have the answer. He has been a part of the government for quite sometimes. Now, he is not and stay abroad because he is in trouble. What is the difference between then and now? The government is still the same. The difference is that Sam Rainsy has done something really wrong. It is the same as what Mu had done.
