Lauk Sacrava, I certainly feel your pain. US foreign policy is complicated. As much as I tried to learn, I only understand a tiny bit of it. It is my conjecture that unfortunately Cambodia is not in the big picture. The cold war allies are no longer as relevant as they were for we are no longer fighting the cold war. Now, economic and finance take priority. That is the current political reality. Any assessment of US policy must include this scenario in the background.
Current, according to David Harvey (2005), “Already nearly on-third of stock assets on Wall street and nearly half of US treasury bonds are owned by foreigners, and the dividends are now roughly equivalent to, if not more than, the tribute that US corporations and financial operations are extracting from abroad” (p.190). China, as you may know, is a major holder of US treasury bonds. This author also estimated that US borrows from abroad approaching $2 billion per day. This means China will continue to play a major role in the international stage (this should be obvious to all of us. For whatever value this may hold, Cambodia has been having great relationship with China of decades. Case in point, China retaliated Hanoi after the invasion of Cambodia in 1979. Vietnam paid heavy price for that action). With this scenario in mind, US will always do whatever is best for US national security and interest. This factor without a doubt influences or guides, if you will, US foreign policy. Having said that, I am sure US is looking for a credible partner with Cambodia. It is my guess that US may not have yet found this type of partner. Regardless of whatever is going on with US foreign policy, with visionary leader, Cambodia should be able to rebuild itself.
