Trial judges for the Khmer Rouge tribunal are now considering their verdict for
prison chief Kaing Kek Iev,( A VIETNAMESE ) whose trial wrapped up late last
year, court officials said Tuesday.
THE MAIN ACTOR IS DUCH ( VIETNAMESE ) SO CALLED KHMER ROUGE FROM TUOL SLENG .
HIS LAWYER IS KAR SAVOUTH ( ALSO A VIETNAMESE) ,UNDER THE FAKE "CAMBODIAN" &IS
ROBE , AND TITLE .
THE CPP CO PROSECUTOR IS MME CHEA LIENG ( ALSO A VIETNAMESE WOMAN) UNDER THE
FAKE ROBE OF "CAMBODIAN" NAME ID .
SHE IS SOK AN'S NIECE, THEREFORE IT SHOW THAT SOK AN IS ALSO A VIETNAMESE

Khmer Rouge tribunal officials expect to finish trials at the UN-backed court
by 2015, trying only 10 defendants at a cost to donors of around $100 million,
according to budget documents obtained by VOA Khmer.
According to a budget proposal for 2010 and 2011, the tribunal is seeking $93.3
million to try five Khmer Rouge cadre already in detention. In an additional
proposal, from 2012 to 2015, the tribunal is seeking $320,000 to potentially
try an additional five Khmer Rouge cadre, who have yet to be arrested or
charged.
“All offices, including the Office of Administration, are anticipated to be
closed by the end of 2015,” according to the “Preliminary Budget Estimates
2012-2015.”
The 2011 budget proposal, meanwhile, anticipates a conclusion of Case No. 002,
of five leaders currently in custody, by the middle of 2012. A third case could
be finished by 2014.
However, Lars Olsen, a spokesman for the tribunal, said the court is committed
to the judicial process, not deadlines.
“Everyone is committed to making sure that we have expedient and fair trials in
all these cases, and a deadline is currently not on the agenda,” he told VOA
Khmer.
Olsen confirmed both budget proposals had been submitted to donors.
Donors have not yet pledged additional funding for the new budgets, but
representatives in New Yorktold VOA Khmer last week they are considering them.
At least one diplomat said some donors would like to see the court wrap up by
2012.

Audio: Cambodian authorities accused of torturing prisoners (PM)
New York-based Human Rights Watch (HRW) has released a scathing report accusing
Cambodian authorities of locking up and torturing thousands of people a year in
drug detention centres.
The human rights group says many of the detainees are children and that they
suffer abuses such as rape and electric shocks.
HRW has also accused UNICEF of involvement in one of the detention centres,
saying one of the organisation's vehicles has been used to transport children
to the drug treatment centre.

Friday March 6th, 2009 PHNOM PENH (AFP)--Cambodia's economy will shrink by 0.5%
this year, the International Monetary Fund said Friday, lowering its earlier
prediction as the country is hit by the global financial crisis.
In a press statement the IMF said the poverty-stricken country wouldn't make
the target set late last year of 4.8% growth in 2009.
"The global economic contraction and financial crisis are increasingly
affecting Cambodia's economy," the statement said.
Cambodia has seen sharp declines in garment exports to the U.S. and Europe as
well as fewer tourist visits, the financial institution said.
It added that there has been a rapid slowdown in construction and foreign
investment as the country's economy is doused after enjoying several years of
double-digit growth.
The statement recommended that the Cambodian government help stimulate growth
by allowing its budget deficit to rise to around 4.75% of gross domestic
product - a significant increase from its 2% deficit last year.
Despite recent growth, underemployment, where someone's work earns only a
meager return, remains high in Cambodia, one of the world's poorest countries.
Some 35% of the country's 14 million people live on less than $0.50 a day.

As of today,Cambodia is still occupied by the Vietnamese troops despite the
call from the US president to Vietnam to cease her occupation of Cambodia since
1988.
Cambodia needs Independence from Vietnam and the Vietnamese invaders.
Vietnam must cease her occupation of Cambodia at once.
