Sam Rainsy was fallen in Var Kim Hong's Trap
Let us examine the declaration of Sam Rainsy concerning the Svay Rieng’s wooden
border markers issue.
According to Sam Rainsy:

In a statement broadcast yesterday on Radio Free Asia, government
representative and Border Committee chief Var Kim Hong admitted that the maps
used by opposition leader Sam Rainsy in his presentation to expose border
encroachment by Vietnam are the “correct maps.” [Sam Rainsy’s full presentation

PARAGRAPH 2:
However, Var Kim Hong claimed that the geographic coordinates stated by Sam
Rainsy for the temporary border post #185 which Sam Rainsy pulled out last
October, were “incorrect.”
But most surprisingly, Var Kim Hong refused to reveal the “correct” coordinates
according to the government.

MY COMMENT:
1. I cannot find any press release of Hun Sen government confirming or
denying Var Kim Hong’s declaration related in Paragraph 1. No confirmation at
all from Hanoi by press release or official declaration. It would be very very
interesting if Hanoi and Phnom Penh government agreed with Var Kim Hong’s
declaration which admitted that the maps used by opposition leader Sam Rainsy
in his presentation to expose border encroachment by Vietnam are the “correct
maps.” We need a solid proof of that Var Kim Hong declaration. We need
absolutely Hanoi and Phnom Penh official press release or official declaration
affirming that the maps referred by Sam Rainsy in his presentation of
Vietnamese encroachment were correct maps. It would be an historic victory for
Cambodia if Hun Sen’s government and Vietnam government agreed on these correct
maps to delimitate the frontier between Vietnam and Cambodia. The consequence
would be immense for Cambodia.
2. The Paragraph 2 showed that Var Kim Hong’s declaration was very tricky.
First, he said, Hun Sen government admits mistake on border posts location, but
he never ever agreed with Sam Rainsy interpretation of the mistake on the
location. Var Kim Hong has never ever agreed with Sam Rainsy to state that the
wooden border posts #185 were inside Cambodia and located in fact between 300
meters and 500 meters from the international border as defined on French 1952
1/100,000 map, US Army 1966 1/50,000 map or most recent Google Earth satellite
picture. The only legally binding map is the French 1952 1/100,000 map which
was deposited at the United Nations by the Royal Cambodian Government under
then-Prince Norodom Sihanouk in 1964. But this map says the same thing as the
other maps. (See Rainsy declaration). There is no Hanoi-confirmation by
press-release or official declaration to admit the mistake of the border posts
#185 location.
3. Var Kim Hong said, Hun Sen government admitted mistake on location of the
border posts #185 which were pulled out by Sam Rainsy. But he refused to reveal
the “correct” coordinates of these wooden border posts #185. Admit the mistake
could be interpreted in three ways. The mistake could be interpreted as the
border is farther or closer from or at the location of that border defined by
that map. So Vietnam can come back and plant the border markers farther than
the precedent 500 meters if they please. Remember Hun Nen, Hun Sen’s brother,
CPP Parliament member from Kompong Cham, declared in Parliament session that
Cambodia had encroached Vietnamese territory because some Cambodia peasants had
grabbed Vietnamese rice fields. There is no solide proof at all that Hanoi and
Hun Sen government had agreed with the presentation by Sam Rainsy to expose
border encroachment by Vietnam. Only Sam Rainsy claims unilaterally victory on
the location of the border posts #185 by affirming that the Vietnam/Cambodia
border was about 300 meters to 500 meters farther away from the border post
location #185. If there is victory for Sam Rainsy, the victory is very fragile.
It would be instead Pyrrhic victory. The proof is: Sam Rainsy, Meas Srey and
Prum Chea, still, were all convicted to jail for pulling out the wooden border
posts #185.
4. The best way to defend Cambodia borders, because we are so weak, is to go
to the court, American court, EU court, and international courts. Let the court
works for Cambodia.
