À10 045 km de Phnom Penh, le gouvernement français ne mâche pas ses motsenvers
le Cambodge. Fin janvier, à l’Assemblée nationale, répondant àune question de
la députée UMP Chantal Brunel au sujet de la perte deleur immunité
parlementaire par trois élus du Parti Sam Rainsy (PSR),Pierre Lellouche,
secrétaire d’État chargé des Affaires européennes, aété clair.
« À chacun de ces épisodes, nous avonsmanifesté notre préoccupation et notre
inquiétude face à la récurrencedes poursuites pour diffamation visant à lever
l’immunité des députésde l’opposition. Nous ne pouvons pas accepter ces
pratiques, quirelèvent de l’intimidation. Notre ambassade à Phnom Penh, en
liaisonavec nos partenaires de l’Union européenne, saisit toutes les
occasionspour rappeler aux autorités cambodgiennes notre attachement au
respectdu débat démocratique », a expliqué le secrétaire d’État, en citant
également les poursuites engagées par le gouvernement « à l’encontre de
représentants de la société civile ou de la presse ».
Dans sa question, la présidente du groupe d’amitié France-Cambodge a souligné
que le Cambodge est, après la Chine, « le pays d’Asie qui reçoit de la France
les sommes les plus importantes au titre de l’aide au développement » et que
ses aides financières ont toujours été dirigées au « profit de la
démocratisation du pays ».
Cetéchange intervient alors que la France et le Cambodge ont ouvert
desdiscussions au sujet d’une nouvelle phase de coopération orientée versle
développement économique, qui devrait se conclure par la visite duministre
français des Affaires étrangères dans le Royaume, avant la findu premier
semestre 2010.

Affairs,boasted that not a single foreign country intervened with the PhnomPenh
regime about the case of opposition leader Sam Rainsy. Thefollowing report
seems to totally contradict Mr. Hor's tall tale claimonce again.
The Presidentof the France-Cambodia Friendship group at the French National
Assemblyquestioned the French government on the condition of
Cambodia’sopposition MPs.
At 10,045-km from Phnom Penh, the Frenchgovernment did not mince its words
towards Cambodia. At the end ofJanuary, under questioning at the French
National Assembly from Ms.Chantal Brunel, a MP from France’s UMP party,
regarding the loss oftheir parliamentary immunity by three SRP MPs, Pierre
Lellouche, the French State Secretary in charge of European Affairs, couldn’t
be clearer.
“Ateach of these episodes, we expressed our concerns and our worriesregarding
the recurring defamation lawsuits aimed at lifting theimmunity of [Cambodian]
opposition MPs. We cannot accept this practicewhich is nothing more than
intimidation. Ourembassy in Phnom Penh, in liaison with our EU partners, had
taken allthe opportunities to remind the Cambodian authority our attachment
tothe respect of democratic debate,” Pierre Lellouche explainedwhile citing
also the lawsuits launched by the government “againstcivil society and media
representatives.”
In her question, Ms.Chantal Brunel, the President of the France-Cambodia
Friendship group,underscored the fact that Cambodia, following China, is “the
Asiancountry which receives from France the largest amount of developmentaid,”
and that the French financial aids were all aimed “to the benefitof the
democratization of the country.”
This exchange was takingplace while France and Cambodia are opening discussions
on a new phaseof cooperation aimed at economic development which should be
concludedby the visit to Cambodia by the French minister of Foreign Affairs
atthe end of the first semester of 2010.
