Nexbis cranked up the fax machine yesterday to advise the ASX that 
international press reports mentioned in this column are close to the mark: the 
tiny company is in discussions with the Cambodian government regarding a 
15-year deal worth $US700 million ($830 million) to improve national security 
systems in areas such as passport printing and identity card production.

The news did not impress the market, presumably because Nexbis has already had 
a couple of false starts with major Asian government contracts. Nevertheless, 
it would be fascinating to learn what negotiating tactics Nexbis employed in 
its efforts to win the deal.

There is no sign the contract was put out to tender, something seemingly at 
odds with comments in an Asian Development Bank publication exploring ''systems 
for curbing corruption in public procurement''. Apparently, under Cambodian 
regulations, ''competitive bidding is mandatory for the purchase of goods, 
services or works worth more than $US12,500.''

The Cambodia Daily noted earlier this month that controversial arrangements 
with Nexbis could be the largest deal ever struck in the country, worth about 
35 per cent of the government's total expenditure this year.

Nexbis has a market capitalisation of about $70 million.
