Is Phillipine his country too? Why is he doing over there? Why can't he be with his constituents in Cambodia? Is he crying to other nation to find another amnesty from current Cambodian government? Diplomat like Sam Rainsy WOULD NOT do what Sam Rainsy did? He protested and demonstrated instead of leading as a diplomat. That's why he can't go back to Cambodia without emnesty. That's why he is crying foul about his own government. Ofcourse, he has dual citizenship. He can go to the alternate when he is in trouble. Is that what so called Cambodian representative?
