Prof. Ear graduated from U.C. Berkeley and is a proud member of the 2nd cohort of McNair Scholars at Cal. A TED Fellow who also spoke at the Oslo Freedom Forum 2010, he has just completed a book manuscript on aid dependence and democracy in Cambodia. He has contributed to the New York Times, the Wall Street Journal, CNN.com, and other news outlets. Prior to joining NPS, Prof. Ear was a Post-Doctoral Fellow at the Maxwell School of Syracuse University. He has consulted for the World Bank, the Asian Development Bank, and was an Assistant Resident Representative for the United Nations Development Programme in East Timor during 2002-2003. Also a graduate of Princeton, he moved to the United States from France as a Cambodian refugee at the age of 10.
