I am not a fan of the current Cambodian government. What I know are these. 1- The majority of the government bodies are CPPs. 2- The Prime Minister of Cambodia has been Hun Sen in the last two decades. 3- These two entities have been in the Cambodian leading roles since the early roles. 4- Today Cambodia is the product of that leading role.
I know you are going to say something else without looking at these facts. I also know that you just cannot find yourself to give credit to those people because they are your opponents. No matter how much you hate it, you cannot change those facts. Do you want Cambodians to fight along with you when you are guessing? If you know it for certain, then you should give your credible evidence to the world, especially the USA. Then they can take action against the regime that they think it is a legitimate regime. I am pretty sure that the USA would not deal with a rogue regime. It seems that you are saying Cambodian government today is just working for Vietnam. Please provide us the credible evidence.
