THIS IS EXAMPLE IS HAPPENING HERE WITH THE SO CALLED "CAMBODIAN" DELEGATION TO 
OHIO .
 
 

What appeared to be an elderly white man emerged from a washroom on an Air 
Canada flight from Hong Kong looking like a young Asian male, raising 
suspicions. (CBSA)

AMERICA AS PARTNER WITH THE VIETNAMESE AGGRESSORS, OCCUPIERS ,OF CAMBODIA IN 
VIOLATION OF 10 UN RESOLUTIONS, IS RECEIVING THIS VIETNAMESE DELEGATION IN 
DISGUISED AS "CAMBODIAN"OFFICIALS FROM THE MINISTRY OF ECONOMY & FINANCE UNDER 
KEAT CHHON .

Cambodian Delegation Visits OFMS
The ODJFS Office of Fiscal and Monitoring Services (OFMS) had the honor of 
hosting a visiting delegation of government officials from the Kingdom of 
Cambodia last week. The group spent time touring the OFMS offices on the 37th 
floor of the State Office Tower, to learn about the office’s structure and the 
services it provides. 
The Cambodian delegation’s OFMS visit was one in a series hosted Oct. 18-21 by 
the Ohio Office of Budget and Management. While here, the Cambodian officials 
met with their counterparts at the state of Ohio in the areas of budgeting, 
treasury and accounting. 
"It was an honor to be asked by the Office of Budget and Management on behalf 
of the U.S. State Department to be part of this event," said OFMS Deputy 
Director Michael Colbert. 
The OFMS visit opened with a briefing in the OFMS conference room with Director 
Lumpkin, Colbert and senior OFMS staff. Director Lumpkin gave an overview of 
the agency’s service, and Colbert described the office’s systems. 
Nhim Kehmara, Cambodian deputy secretary general of the Ministry of Economy and 
Finance, presented Director Lumpkin and Colbert, on behalf of the state of 
Ohio, with two silver plates representing Cambodia. The delegates then 
Director Lumpkin, OFMS Deputy Director Michael Colbert and OFMS senior staff 
greeted the Cambodian officials upon the delegation’s arrival at the State 
Office Tower.

In addition to Kehmara, the delegation included several officials from the 
Cambodian National Treasury, Information Technology and Budget departments.
While in Ohio, the Cambodian officials also visited the Department of Taxation, 
the Treasurer of State’s Office, Administrative Knowledge Services and Shared 
Services.

During a briefing in the OFMS conference room, Director Lumpkin gave the 
Cambodian officials an overview of the services ODJFS provides to Ohio 
residents.
The Cambodian delegates toured each of the four OFMS bureaus.
 
 
FOR CAMBODIA STILL OCCUPIED BY VIETNAM 1979-2010. 
Strong Resolution on Cambodia Human Rights Abuses 
Feb. 27, 1982 : UN Commission on Human Rights meeting in Geneva adopted a 
resolution condemning Vietnam’s occupation of Cambodia as a violation of 
Cambodian human rights. The vote was 28 in favor, 8 against, and 5 abstentions.

Oct. 21, 1986 The UN General Assembly adopted a resolution A/RES/41/6, by vote 
of 116-21 with 13 abstentions, calling for a withdrawal of Vietnamese forces 
from Cambodia.

10 UN RESOLUTIONS,(1979-1988) VOTED BY 116 UN MEMBER COUNTRIES ,CALL VIETNAM TO 
CEASE HER OCCUPATION OF CAMBODIA & REMOVE ALL HER TROOPS FROM THE COUNTRY, ARE 
NOT RESPECTED AS OF TODAY. 

President Reagan's address to the 43d Session of the United Nations General 
Assembly in New York, New York,September 26, 1988. 
"Mr. Secretary-General, there are new hopes for Cambodia, a nation whose 
freedom and independence we seek just as avidly as we sought the freedom and 
independence of Afghanistan. We urge the rapid removal of all Vietnamese troops 
...." 

As of today,Cambodia is still occupied by the Vietnamese troops :
 
1. despite the call from the US President Reagan to Vietnam to cease her 
occupation of Cambodia since 1988.
2. because America,  under President Clinton,( Anti Khmer race ,like Henry 
Kissinger and  his policy of bombing and invasion of Cambodia in 1970's) by 
1995 and his group had reversed the Reagan adminstration 's compliance with the 
10 UN resolutions.
CAMBODIA today remains  OCCUPIED BY  VIETNAM  1979-2010. 
why ?
Because of this act .
 
AMERICA COLLABORATION WITH VIETNAM COMMUNISM WHILE VIETNAM CONTINUES HER 
OCCUPATION OF CAMBODIA. 
 
WITH PRESIDENT CLINTON : US FOREIGN POLICY IS PARTNERSHIP WITH THE VIETNAMESE 
COMMUNISTS , AND THE VIETNAMESE OCCUPATION OF CAMBODIA .




PRESIDENT CLINTON JUST FORGETS THE 10 YEARS EFFORTS FROM THE PREVIOUS 
ADMINISTRATION BY IGNORING THE 10 UN RESOLUTIONS CALLING VIETNAM TO QUIT 
CAMBODIA.

OF CAMBODIA IN VIOLATION OF 10 UN RESOLUTIONS( CALLING VIETNAM TO QUIT CAMBODIA

President Bill Clinton announced the formal normalization of diplomatic 
relations with Vietnam on July 11, 1995. Subsequent to President Clinton's 
normalization announcement, in August 1995, both nations upgraded their Liaison 
Offices opened during January 1995 to embassy status. As diplomatic ties 
between the nations grew.
While Vietnam continues to occupy Cambodia as of today IN VIOLATION OF these 10 
UN resolutions,


THE CLINTONS  ARE BECOMING THE PARTNERS ,collaborators with THE VIETNAMESE 
FORCES OF AGGRESSION OF CAMBODIA, AND ARE  BECOMING  BY NOW THE ANTI KHMER 
PEOPLE, BY THESE ACTS 
 3. revealing that AMERICAN GOVERNMENT has no CONSISTENT FOREIGN POLICY, TOWARD 
ANY COUNTRY AROUND THE WORD.
4. AMERICAN GOVERNMENT IS becoming BY THIS ACT , a partner with the Vietnamese 
forces of aggression and occupation of Cambodia since 1979-2010 in violation of 
the UN charter .  

THIS INCONSISTENT US FOREIGN POLICIES, FROM PRESIDENT REAGAN TO PRESIDENT 
CLINTON  TOWARD CAMBODIA,  AND THE KHMER RACE, CONFIRMS,IN DEED, THAT THE  US 
STATE DEPARTMENT IS FULL OF NON CAREER DIPLOMATS, IMMATURE IN WORLD DIPLOMACY. 
IT'S SO SAD INDEED FOR A GREAT COUNTRY TO BEHAVE IN THIS MANNER TOWARD THE POOR 
KHMER RACE . 


 Cambodia needs Independence from Vietnam and the Vietnamese invaders.
Vietnam must cease her occupation of Cambodia at once.

THE MOMENT , AMERICA , STOPS COLLABORATING WITH THE CAMBODIAN ENEMIES(THE 
VIETNAMESE OCCUPIERS) ALL KHMER COULD FIND INSTANTLY PEACE & JUSTICE.
