France reviews gay marriage ban 
 
France’s highest court of appeal has launched an investigation into a law which 
makes same-sex marriage illegal, asking the country's Constitutional Council to 
decide whether or not to repeal the ban.

AFP - France's highest court of appeal, the Court of Cassation, on Tuesday 
asked the Constitutional Council to rule on whether gay marriage should remain 
illegal.
   
The request came after individuals in August asked a court in the northeastern 
city of Reims to look at the legality of articles of the civil code, France's 
law book, which ban same-sex marriages.
   
The unnamed individuals said the articles were unconstitutional because they 
"limit the personal freedom of a French citizen to marry someone of the same 
sex".
   
The Court of Cassation said that gay marriage "is today the subject of a broad 
debate within society, notably because of the evolution of morals and the 
recognition of same-sex marriages by the laws of several foreign countries".
   
The Constitutional Court will now have to rule on the articles' legality.
   
Lawyer Caroline Mecary, who has dealt with several cases involving homosexual 
partnerships, welcomed the move.
   
"This decision by the Court of Cassation is good news for the three million 
lesbians and gays who cannot get married," she said.
   
"Soon perhaps France will respect the principle of equality by opening marriage 
up to people of the same sex, as eight European countries have already done," 
she said.
   
In Europe, same-sex marriages are possible to different degrees in Belgium, 
Britain, Iceland, the Netherlands, Norway, Portugal, Spain, and Sweden.

In a special episode of “America’s Most Wanted” airing on FOX this Saturday, 
host John Walsh will take viewers to the front lines of the international 
battle against child predators in Cambodia, a nation frequented by pedophiles.
“We’re profiling American pedophiles who have fled to other countries. 
Westerners go over there primarily to have sex with small children, 6-8 year 
old boys and girls,” Walsh told Pop Tarts. “I took a small crew with me and 
went undercover with a British cop and infiltrated brothel nightclubs. It was 
really heartbreaking to see it.”
Walsh said that within two minutes of being in a Cambodian bar, they were 
approached by a madam offering them very young children, and believes audiences 
will be shocked at how easy and how prevalent it is that Westerners involve 
themselves in such acts.
“It is our garbage that goes to Cambodia and preys on these young children. It 
is our garbage from America, England, the West that goes to the East and preys 
upon their poverty,” he said. “People are going to be surprised about how easy 
it is to do, and how many Westerners fly there just to solicit and have sex 
with children.”
The episode also provides a rare exploration of a Cambodian prison, and an 
interview with two British men arrested for their illicit involvement with 
young children.

“They [the British prisoners] were very arrogant and blaming society for 
getting caught. There is also this concept that people can pay off the police 
or even the judges if they get caught,” Walsh explained.
But among the devastation, the veteran TV host was overcome by the strength of 
one woman in particular, Somaly Mam, a tireless advocate who has dedicated her 
life to rescuing Cambodia’s children from the sex trade. A sex-crime victim as 
a child, Mam operates a center for other victimized children, offering them 
hope for the future.
“Somaly Mam herself had been kidnapped and forced into sex trade when she was 
14; now she goes and rescues the poor children one at a time, at great risk to 
herself. In fact her own 14-year-old daughter was kidnapped by pimps and 
brutally sexually assaulted, but this didn’t deter her,” Walsh continued. “She 
is still going in and trying to save these boys and girls from a life of 
prostitution.”
Walsh also believes it is in our nation’s best interest to assist in tracking 
down the American pedophiles profiled on the broadcast.
“The number one thing is awareness. These guys will go over there and come back 
and function as pediatricians, scout masters, school teachers. We need to tell 
our officials,” he added. “People may ask ‘why should what’s happening in 
Cambodia affect me?’ Well, the guys that go over there and molest Cambodian 
kids come back and molest American kids. I’ve been to Haiti, Katrina, Ground 
Zero and seen some rough things… but the trip to Cambodia was really, really 
life-changing.”

pact between India and the European Union could severely restrict access to 
life-saving medicines for more than 40,000 Cambodian HIV/AIDS sufferers, rights 
activists and government officials have warned.
In a statement on Thursday, the Cambodian People Living with HIV/AIDS Network, 
or CPN, called on India to reject proposed intellectual property rules that it 
said could hamstring the country’s production of generic medicines.
“The EU is pushing for India to accept intellectual property provisions which 
would restrict India ’s production of generic medicines,” Keo Chen, the 
network’s national coordinator, said in the statement.
“India produces 90 percent of AIDS medicines used in Cambodia, so the health of 
people living with HIV is hanging in the balance.”
Echoing similar concerns from across the developing world, CPN stated that the 
EU’s push to include “patent term extensions” and other intellectual property 
provisions in the trade pact would reduce India’s ability to produce 
inexpensive generic drugs.
Other provisions sought by the EU, it stated, would oblige Delhi to prioritise 
the enforcement of intellectual property, or TRIPS, rules and “effectively

3.Prostitutes expected to cash in on festival

About 5,000 members of a sex worker’s organisation will ply their trade during 
the Water Festival, despite the fact that authorities are expected to crack 
down on prostitution during the event.
Keo Tha, coordinator of the Women’s Network for Unity, said sex workers from 
the provinces would travel to the capital to take advantage of an influx of 
customers during the festival.
“It is a good chance for us as sex workers because there will be so many 
clients needing sex services,” she said.
“A sex worker can accept more than 20 clients a day and they can earn US$100 
[per day] during the three days of the Water Festival.”
She said a sex worker would normally earn between $20 and $30 per day.
The WNU held a meeting last week, she said, to remind sex workers to use 
condoms and to avoid attracting attention from police, who she expected would 
have a low tolerance for sex work during the festival.
Chuon Narin, chief of the municipal police department’s serious crime bureau, 
said there would be about 4,000 police officials on duty and that the presence 
of sex workers would not be tolerated.
“Not only if there are 5,000 sex workers, even if there are four or five sex 
workers we will arrest them and send them to the Social Affairs Department for 
education,” he said.
No Migy, technical working group and advocacy officer at the HIV/AIDS 
Coordinating Committee, said the organisation would distribute 500,000 condoms 
during the festival.
Officials have predicted that about 4 million people will descend on the 
capital for the festival

At least 30,000 “ghost” civil servants – workers being paid a salary despite 
having left their jobs – have been eliminated from the state’s payroll since a 
census of government staff began in April, officials said yesterday.

In May, officials said 2,000 ghost civil servants, costing the government an 
estimated US$2 million per year, had been identified during audits of 21 of the 
26 government ministries.

Cheam Yeap, the chairman of the National Assembly’s Banking and Finance 
Committee, said yesterday that the bulk of some additional 28,000 ghost workers 
identified since May had been found during probes of offices at the provincial 
level, as well as in the police and military.

He did not provide an estimated cost of the ghost salaries, but said it was 
causing a significant drain on government finances.

“We noted that so far, the ghost salary payments are still a main concern and 
also a big burden for the government,” he said.

“To reduce [ghost salaries], we have committed to working hard on this and 
eliminating it completely in the future.”

Ngo Hongly, the secretary general of the Council for Administrative Reform at 
the Council of Ministers, said he did not have exact figures at hand and could 
not provide further details on the civil servant census. He noted, however, 
that the figure provided by Cheam Yeap may have been conservative.

“There are more than 30,000 ghost names found,” he said.

The current census is the third and largest such effort undertaken by the 
Cambodian government. A 1995 census uncovered roughly 18,000 ghost civil 
servants, while a census conducted in 2000 and 2001 revealed about 9,000 ghost 
civil servants.

According to a statement on the civil servant census released in April by the 
Council of Ministers, there were 176,829 civil servants on the government 
payroll as of February.

The average salary of these workers was $81 per month.

Just in case if anyone were not aware...


Khmer Buddhism historically included some of the earliest Mahayana Buddhist 
strains, along with the notion of Bodhisattva's in the Pali Canons-- well 
before any Chinese forms of Buddhism that came with them to Cambodia.

That means Khmer have both strains of Buddhism in their culture in addition to 
Hindu influences.  
So historically, our culture is a hybrid one, not just Theravada.

Religious change:

Religious changed from Hinduism to Buddhism, which had hundred years
slowly been spreading down stream with people movement on the two
Mekong river bancs from Burma, Laos, Thailand, and Cambodia until to
the end on Mekong delta on the sea side at Kampuchea krom. Then they
had been spreading side ward all over Khmer empire, which had been
slowly weakened Hinduism by Buddhism on the rise along with the unseen
continue changing for new multi-ethnic integration generations.

But as Khmer Language had been speaking for hundred years by Khmer
empire rollers, these new hybrid people continue to speak Khmer in
addition with their own local dialects until now day. They fill
Cambodian rather then involuntary self-proclaimed Khmer.

Social change

Social change, as mentioned above, had been driven Khmer hardliner
rulers to order to kill all subordinate officials that get involved
themselves in social multi-ethnic integration, which means that anyone
has blood relation with local indigenous minority in every Khmer
empire territory controlled province.

This disastrous unawareness of natural social evolution had been
provoking Khmer empire top leaders to blame any involved subordinate
senior officials as traitors. This is as clear evidence from
Cheychetha II who get marriage with Annam King’s daughter named Co-
Chen as a diplomatic gift for a friendship deal with Khmer kingdom.
Order to kill had reached Cheachetha II, but this little king had
resisted. And another war had broken out.

War between Top Khmer national leaders and provincial leaders had
continued for hundred years and then several provinces in the North-
East: Chantabury, Chantabun and Surin had annexed themselves to Siam.
At the Southern province Cheychetha II had separated their controlled
provinces from the central leadership.

That war had been pending for 300 years, had spread all over the
country leading to the collapse of this Great Khmer nation empire into
what we have seen today as the new creation of this small Cambodia
(Kampuchea).

This long lasting disastrous period has been driven into Khmer
extremists’ culture that hates any individual having no genuine Khmer
blood. As we have seen everyday on this web they say fake Khmer
because they get lighter skin with different face.

Did we read they wrote that all Cambodian officials are fake Cambodian
Vietnamese? Is this against social multi-ethnic integration or just
racism?  The answer is yes they are racist and also extremist because
they attack anybody that does not get along with their radicalism
idea, they refuse to any dialogue for good conversation to finding
better solution..

Social multi-ethnic integration had begun since Angkor period and has
intensified more and more until today. In fact, there is low rate of
Khmer blood among Cambodian today and there would be a need to
officially adjust or modify in others word to reform calling Cambodian
in Khmer word as Chunkampuchea or simply Kampuchea for a win-win
political strategy to definitely extinguish this permanent political
Khmer extremist maneuvering everyday.

We the people of Cambodia will finish border demarcation with our
neighbors all around the country and we will clearly define the real
identity for our own people within the boundary of our own Cambodia
without interfering with additional ethnic Khmer in neighboring
countries’ inhabitants.

If we continue calling Cambodian as Khmer in Khmer language we
continue to illegally adjoin inhabitant of Vietnam and Thailand, in
each of which there are million Khmer Siamese integrated Khmer Surin
and Khmer Vietnamese integrated Khmer krom.

We need a legal Khmer word for use to call Cambodia’s inhabitants
designated for only within Cambodia’s border with an officially
nominated name in Khmer word “CHUNKAMPUCHEA”, which is meaning that
solely all inhabitants within Cambodia without discrimination of
origin or race, sex, skin color, religion, and political tendency.

This is the first basic democracy principal for one country to begin
with, as all men are created equal, before going forward into detail
such as freedom of expression, freedom of belief, freedom of to travel
to live aboard, to have job, to have education, to speak or write any
language, etc…
