Khmer nation itself has been creating Khmer culture extremism and
corruption with impunity, thousand years before Mr. Hen Sen’s birth
date.
Please be understood that Cambodian is not a race as certain
individual has thought. One should thinks this English word meaning is
not the same as Khmer language, which has not been adjusted for
decades along with social evolution or in others words along with
multi-ethnic integration.
Every English word we speak has been up dated. So please be careful to
catch-up this English word Cambodian, which is designated for all
inhabitants within Cambodia, without discriminating of Khmer or other
origins of birth, races, sex, color, belief, and political tendency,
but not exceeding to be illegally added with Khmer ethnic of Vietnam
and Khmer ethnic of Thailand. Cambodian is nominated for people, only
within Cambodia’s legal boundary.
The Cambodian constitution, it self, has truly been creating Khmer
extremist movement, culture of corruption and impunity due to Khmer
extreme religious nationalism with misjudgment for Cambodian
sustainable social evolution stability.
Look, Cambodia is the official name of the country, its inhabitants
should be called Cambodian, which is none relevance for Khmer
citizen?
Now, please examine Sam Rainsy’s party and Rong Chhun’s union worker
leader; they do politics in the name of Khmer in the constitution,
which has some English words mistranslated into Khmer clause: “We the
people of Cambodia are Khmer citizen” in place of Cambodian citizen.
(Pulrath-Kampuchea or Chun-Kampuchea). These two men, their teams and
Ms.Musochea have never called Cambodian people in Khmer word Chun-
Kampuchea as Mr. Hun Sen did.
This is the reason why there is extremist Khmer movement that has been
pushing thousand and thousand Khmer Krom of Vietnam and Khmer Surin of
Thailand to coming to Phnom Penh for claiming their Khmer citizenship,
because they said they are also Khmer like the others in the country.
And no doubt, there is a strong support from SRP and Union leader Rong
Chhun for their political gain.
This potential problem will last, and has extended to make Cambodian
instability threat, until some day Cambodian Government will
understand and decide a decisive reform those malicious constitutional
clauses, in which there is democracy principal flaw as “all human are
created equal with freedom of expression.
.
Mr. Hen Sen knows all of that, but he thinks this is not the time yet,
until next young Cambodian generations will become more educated as
needed in the majority Cambodian.
For now, he and his government official have a full power to
unconstitutionally cross over, order of doing anything and calling all
Cambodian in Khmer word,”Chun-kampuchea” as for teaching ahead of the
time needed, and also expressing a willingness for avoiding
discrimination of origin of birth of all inhabitants in Cambodia in
the face of UN human right, NGO groups, domestic and oversea Cambodian
as well. This is what, CPP is doing about.
We the people of Cambodia need Constitutional reform for replacing old
version
“Khmer citizen” by a new description” Cambodian citizen” for relevance
to the countries name Cambodia.
1-We the people of Cambodia are “Cambodian citizens”.
2-The government of Cambodia is from Cambodian for Cambodian.
3-The state is separated from religion, which is belonging solely
to the people.
If religion continues to belong to the state, Cambodia could never be
able to alleviate poverty and corruption, which has been invisibly
rising and legally hiding behind the power of Cambodian government
itself.
Believe or not, except to you, but please try to take a look as the
following:
If one of ministers, one provincial governor, one state or a
provincial prosecutor, or just a district councilor president or
national assembly president, or senator president, will plan to do for
example: Kathenatien, Haih-Phkar, Kanben, or Acpisech preah, the whole
staff under the one who does one of those religious ceremonies, must
be serenely forced to put some money for taking part with theirs big
bosses, not for belief season, but instead as loyalty for keeping
their job security.
As Cambodia has no “none-profit organization laws” to ruler over every
association
(An association is a group of two or more persons, who get involve in
any business) in the country, who is going to dare asking for
transparency and accountability? So what is about the big amount of
money they has collected?
If the same boss will do one ceremony two or three time a year, their
staffs need two or three times money input lost, perhaps the total
amount is enough for buying clothes needed the whole year for their
children.
How about military and police generals, or Commanders, who controls
thousand soldiers, or thousand police officers? Are they done same
religious ceremonies like civilian ministers did? Yes we are sure,
because we have seen them done. And then, we even know that police and
military boss do not wait for their staff’s money to come voluntary,
but they just cut some amount of money from their pay-roll without
asking them. Who is going to dare to ask?
But I’m sure those victims are going to whisper anywhere.
There are also all over the country, thousand and thousand influential
private Cambodian business middle classes, which have been doing the
same religious ceremonies?
Yes! They did more than government officials do, as they have more
free times. How about the big money they have collected from hundred
innocent Buddhist Cambodian believers under their influence? Who is
going to be sure they did not corrupt?
Is this an easy way for make easy money any time as needed?
One more thing to finalize my very painful of low government class
officials:
Some big guys did the same thing not only for religious ceremonies,
but for offering large amount of money to Cambodian RED CROSS of which
First lady Bunary Hun Sen is the president, for helping Cambodian
disaster victims.
Those big guys did get big money from the cut of pay-roll of their
staffs far differently from civilian who did get money voluntary from
their subordinate officials through their job security worrisome.
This is a smart way; big guys can show their faces through First Lady
Bunary, for making his loyalty known to Mr. Hun Sen at the expense of
their suffering staffs.
Those entirely painful example stories mentioned above is an
imperceptible gigantic corruption, good Cambodian government needs to
find an adequate win-win strategy to legally control and overcome them
smoothly through some kind of know-how, from the US’s expert is best.
But this could happen only if Mr. Hun Sen had political will, as he is
a very powerful Cambodian leader of our time.
Mr. Hun Sen needs investigation? Yes? It’s an easy task! Please just
send Mr. Soy Sopheap to secretly ask questions hundred first class
soldiers and police officers. I am sure he will find lot evidences.
But I’m afraid Mr. Hun Sen will be silence for a big while before
taking any action and I think Mr. Soy Sopheap will be perhaps unable
to show on TV screen as he did on very small guys every day and
night .
Look! The state religion promotes corruption in every angle of
Cambodian society, because it’s illegal to say something that is
happening very badly about Buddhism. People must all the time shut
their mouth, so please be understood that state should be separated
from religion, and Corruption will go down automatically at least 60%
and if with additional “none profit organization law”, it would be
gone more to 90%.
Please beware that I did not criticize Mr. Hun Sen at all. Today I
swear and I pledge clearly declaring that Mr. Hun Sen is the best
Cambodian leader, most Cambodian and all foreign powers can trust more
than others, as we have been seeing all along, and there is no need to
mention about them.
But I see under his shadow with this kind of Cambodian constitution,
in which there is no good judgment for Cambodian social evolution to
develop and adopt with, because there is extreme religious nationalism
integrated within an invisible corruption in every angle of Cambodian
government and social communities.
But even though with the above prospective problem, we can still see,
in the next 10 years Thailand and Vietnam will be very difficult to
compete and challenge Cambodia due to Mr. Hun Sen news’s potential
openness economic policy, which has enormously been attracting foreign
investors and tourism as well.
All of those Hun Sen’s works have been weighing on these two giants
neighbors that are unaware of being self-trapped with their own
beloved nationalism barriers for a long time to come.
I really hope that Hun Sen will change and change the country until
sometime ahead obtaining good judgment for all Cambodian.
Please remember that this Khmer social culture had already been built
thousand years before Mr. Hun Sen has born in this country.
So please be patient, he need more times and a very big power in order
to be able to pass-over this current malicious Cambodian constitution,
before a real reform had happened.
