Democracy doesn't mean:"No one is above the law."
Democracy is nothing more than the majority vote to run the country.
If a country has a monarchy institution, that country is not a
democratic society because the kings are not elected by the majority
of the people.

Obeying the laws have something to do with the constitution of the
country, which the law of the country itself. If the laws say no one
is above the law, that is what it means. It doesn't mean that a
democratic society has no one above the law.
