Subject: Vietnamese authorities are intensifying human rights violations
against the indigenous Khmer Krom peoples, the rightful and legitimate owners
of Kampuchea Krom territoy
Dear World's Top Leaders:
The indigenous Khmer Krom peoples of the Mekong Delta region or southern
Vietnam expressly need your urgent intervention, assistance and help. Their
very long-lasting suffering and agonies due to persistent violations of their
five basic categories of human rights by Vietnamese governmental authorities
should not be overlooked by the international community members especially the
United Nations and the World's Top Leaders.
The indigenous Khmer Krom peoples and Khmer Krom Buddhist monks appeal to the
world community for urgent intervention, assistance and help to save them on
time before it's too late from the atrocities committed by the Vietnamese
governmental authorities -- torture and inhuman treatment by injecting into
their bodies unknown chemical substances jeopardizing their physical and mental
health conditions.
These crimes against humanity deliberately and willfully committed against the
indigenous Khmer Krom Buddhist monks by the Vietnamese governmental authorities
must be ended once and for all as Vietnam itself is a full-fledged Member State
of the United Nations since 20 September 1977.
The video clips shown by the Khmers Kampuchea-Krom Federation (KKF) are
concrete burden of proof and direct evidence testifying by Venerable Kim Muol,
Venerable Thach Thuol and Venerable Lieu Ny themselves in regard to those
crimes committed by Vietnam against Khmer Krom Buddhist monks.
Please SOS them on time before it's too late. The faster, the better.

Dear Honorable US Senators and US Representatives in charge of Foreign
Relations and Foreign Affairs of the United States of America:
My name is Chan Chhan Keo, a Khmer Krom American and Chairman of Kampuchea Krom
Territory National Leadership Decolonization Task Force which is a National
Movement for Kampuchea Krom Independence would like to respectfully submit to
Your Honorable Senators and Representatives the attached documents for your
highest information and your eventual intervention, help and assistance for the
indigenous Khmer Krom peoples who have been tremendously and inhumanely
arrested, imprisoned, tortured and injected into their bodies with toxic
chemicals paralyzing their bodies, minds, souls and spirits, or even killed
without due process of law.
Recently in Khleang province, renamed Sok Trang by Vietnam, a number of Khmer
Krom peoples were arrested, interrogated, assaulted, detained or released for
supporting and protecting Venerable Ly Chenda, a Khmer Krom Buddhist monk who
dared to teach Khmer language to Khmer Krom children in his pagoda where he is
a deputy abbot of the temple.
Venerable Ly Chenda did not do anything wrong against either the local law or
the international law. He just did good things in conformity with the
provisions, principles and stipulations outlined in and granted to all
indigenous peoples by the 13 September 2007 United Nations Declaration on the
Rights of the Indigenous Peoples for which Vietnam is one of the signatories .
The persistent and consistent violations of the Vietnamese governmental
authorities either local, provincial or national against the indigenous Khmer
Krom peoples' five basic categories of human
rights or their right of nondiscrimination are not permissible and or
tolerable by either natural , regional , national or international law as
Vietnam itself is a full-fledged Member State of the United Nations since 20
September 1977 . Because of Vietnam's flagrant violations of Khmer Krom
peoples' basic human rights and fundamental freedoms especially Khmer Krom
peoples' inherent and inalienable rights or in short their right to life which
is enshrined in the Covenant -- the treaty, the prime source of international
law for all mankind on this small planet Earth. Consequently Vietnam does not
deserve an honorable and distinguished place in the United Nations. As such the
United Nations Security Council should recommend the UN General Assembly to
punish Vietnam by rejecting the Membership of Vietnam to the United Nations.
The indigenous Khmer Krom peoples, the very long-lasting suffering victims of
France's disgraced law number 49-733 of 4
June 1949 , illegally and unilaterally ceding Kampuchea Krom territory also
known as Cochin China to Bao-Dai of Vietnam, its colluding partner in crime,
have strongly committed to move forward with great momentum to lead a good
fight by utilizing to the fullest as their international and legal weapons all
international treaties, covenants, conventions, charters, declarations,
resolutions and other international instruments and international mechanisms on
the Situation to have all their lost rights, freedoms. liberties and powers to
France and Vietnam restored and reinstated sooner or later by international
solutions as Dr. Martin Luther King, Jr. has said, " The time is always right
to do what is right " because we all, Khmer Krom are doing the right things, at
the right time and in the right place in positive correlation with the greatest
wills and highest aspirations of the world leaders to totally eradicate
colonialism and or neocolonialism in all
its forms and manifestations in the whole world in the twenty-first century as
we all have mentioned in black and white in our Decolonization-Proposal , our
Guidebook with a very clear, precise and specific thesis statement of how we
must reach our ultimate mission, goals and objectives, and in other documents
and letters as well. And also please be advised that H.E. Abdul Koroma, the ICJ
Judge at The Hague Symposium on the Right to Self-Determination in
International Law of the indigenous Khmer Krom peoples has said that Kampuchea
Krom territory, the homeland and motherland of the Khmer Krom peoples is like a
stolen motor vehicle but its legal ownership status and title always belong de
facto and de jure and ipso facto and ipso jure to the Khmer Krom peoples, the
rightful and legitimate owners, and its legal ownership title is still in their
hands. Therefore, the indigenous Khmer Krom peoples shall have legitimate right
to claim it back whenever they
please.
As Khmer Krom Americans and other Khmer Krom worldwide, we would wish to see
the recommendations and wishes of our faithful, trustworthy, clean and servant
leader, Dr. Son Ngoc Thanh , who was first a founder of Issarak Khmer United
Movement against French colonial rule and Power in Cambodia will be sooner or
later realized as expected and hopeful.. Second, he was also a founder of Khmer
Serei(Liberal Khmer) Movement in South Vietnam or Kampuchea Krom territory, and
third he was a founder of Khmer Special Forces also known as Mike Forces whose
ultimate mission, goals and objectives were to fight against all communist
Vietnamese and Vietcong forces in Cambodia and in Vietnam. Khmer Special Forces
who were under his strong and clairvoyant servant leadership were fighting side
by side with the American troops in the Vietnam War against all communist
Vietnamese and Vietcong forces and they were the ones who sacrificed their
lives to secure
secret and sensitive information and technology known as the " Black Jack 33
or Black Box " from falling into enemy hands from a US spy airplane shut down
in enemy control territory and also the ones who rescued US pilots shut down in
enemy control territory and returned them to safety.
Because of Vietnam's non-respect of Khmer Krom peoples' five basic categories
of human rights or right of nondiscrimination, the United States should
reinstate the CPC on Vietnam and pressure Vietnam to respect human rights of
all people in Vietnam in particular the indigenous Khmer Krom peoples' five
basic categories of human rights or their right of nondiscrimination.
Anxiously awaiting for your eventual and urgent measures and concrete specific
action plan taken against the chronic violators of the indigenous Khmer Krom
peoples' five basic categories of human rights or their right of
nondiscrimination, would you please Their Honorable US Senators and
US Representatives accept from the bottom of our hearts our deepest respect
and gratitude.
On behalf of all very long-lasting suffering victims indigenous Khmer Krom
peoples of a Non-Self-Governing Kampuchea Krom Territory or Cochin China or
southern Vietnam, I greatly hope that sooner or later the tears, sorrows,
long-lasting suffering and agonies of the indigenous non-self-governing Khmer
Krom peoples of the Mekong Delta region shall be wiped out once and for all by
the world leaders whose greatest wills and highest aspirations are to totally
eradicate colonialism and or neocolonialism in all its forms and manifestations
in the whole world in the twenty-first century.
