Petition:President Obama must not recognize Hun Sen government which rendered
invalid bythe expulsion of 29 opposition parliamentarians.

DearMr. President:
Phnom Penh, on Wednesday June 5, 2013, the PermanentCommittee of the Cambodian
National Assembly, made up entirely of members ofthe ruling party, has expelled
29 opposition parliamentarians from theNational Assembly, claiming they had
broken the law by joining newparties. All 29 lawmakers had been absorbed
earlier this year into the followingmerger of both Sam Rainsy Party and Human
Rights Party.
By expulsing the 29 parliamentarians, the said Permanent Committee of
theCambodian National Assembly ruling effectively nullifies the
NationalAssembly per the Article 76 of the Constitution of the Kingdom of
Cambodiarequires that the National Assembly consists at least 120 members.
In spite of the appeal of the US by the declaration of theState Department
spokesperson Jen Spaki and the European Union to allow allelected members to
fulfill their commitment to serve the Cambodian people and advisingthat such a
decision of expulsion starkly contradicts the spirit of a healthydemocratic
process, CambodianForeign Minister Hor Namhong speaks during a press conference
in Phnom Penh, onJuly 20, 2012, has accused foreign governments of interfering
in its internalpolitics. Cambodian National Assembly stonewalled and stubbornly
ruled toexpulse the 29 parliamentarians.
Therefore, the CambodianNational Assembly consisting only 94 members which is
less that the 120required, effectively rendered invalid per the Article 76 of
the CambodiaConstitution. Then Hun Sen government elected by this National
Assemblywhich rendered invalid/illegal (by the expulsion of 29 opponent
members) becameitself invalid/illegal.
For this reason, we urge you, Mr. President to notrecognize Hun Sen government
which rendered right now illegal, not donate aidsto Hun Sen government, and let
the UN seat of Cambodia vacant by expulsing the representativeof Hun Sen
government.
