The following States participated in the Conference: Australia, Brunei 
Darussalam, Cambodia, Canada, the People’s Republic of China, the French 
Republic, the Republic of India, the Republic of Indonesia, Japan, the Lao 
People’s Democratic Republic, Malaysia, the Republic of the Philippine, the 
Republic of Singapore, the Kingdom of Thailand, the Union of Soviet Socialist 
Republics, the United Kingdom of Great Britain and Northern Ireland, the United 
States of America and the Socialist Republic of Vietnam.

In addition, the Non-Aligned Movement was represented at the Conference by its 
current chairman at each session, namely Zimbabwe at the first session and 
Yugoslavia at the second session


Three additional signatories to the Paris Agreements on Cambodia (1)
Besides Cambodia, 18 countries signed the Paris Agreements on 23 October 1991. 
Subsequently, three more countries accepted to take up the obligations 
stipulated in the Agreements:  Poland in 1992, The Netherlands in 1993 and 
Germany in 1994.

LETTEROF NON-RECOGNITION of the 2013 CAMBODIAN ELECTIONS
 


 
Whereas according to therecommendations of United Nations Special Rapporteur on 
July 16, 2013(A/HRC/21/63), Cambodia's government led by Hun Sen had not 
implemented anythingclose to the suggestions that the U.N. Special rapporteur 
Surya Subedi  had laid-out.
 
 
Whereas banning Sam Rainsy frombecoming a candidate for the parliamentarian 
elections is also a violation ofU.N. recommendation.
 
 
Whereas Phnom Penh's government hadissued a executive order to all military and 
police commanding units to securethe vote of every person who serve in military 
and security force for CambodianPeople Party.
 


Whereas the frauds perpetrated bythe Hun Sen government in the voters registry, 
as documented by the 2013 VotersRegistry Audit by the National Democratic 
Institute and by Licadho is somassive that  the number of registered voters(9.6 
millions) exceed the number of voter based on the census  alone by more than 2 
million votes.


 
 Whereas acknowledging theabove three grave violations of U.N. recommendation 
we, the Khmer AmericanAlliance, believe that the July 28, 2013 elections in 
Cambodia are not Free andFair. Therefore, we in good conscience denounce the 
July 28th, 2013 election.Hence, we urge:
 
 
1.   All internationalinstitutions and governments in the world to not 
recognize the July 28th, 2013 NationalAssembly election and all elections 
organized under Hun Sen government/PhnomPenh regime.
 
 
2.   If the July 28, 2013 andall elections organized under Hun Sen government 
are not recognized by thegovernments in the rest of the world , then that  will 
create a government vacuum in Cambodia. Hence we ask the United Nations 
tore-implement in full  the October 23,1991 Paris Peace Agreement on Cambodia. 
Therefore under the framework of theParis peace Agreement, Cambodia will be 
placed under the trusteeship of theUnited Nations. Then a task force equivalent 
to the one in 1991, the UnitedNations Transitional Authority on Cambodia 
(UNTAC) would take care of Cambodiain order to organize free and fair elections 
to select a new Cambodiangovernment.  
 
 
We are standing by our decision andwish the free world would do the same. Our 
purpose is to protect the rights ofCambodian people and the rights of all 
people around the world.
