Second, I wish you are more familiar with ICJ vs. ICC.
You should understand the differences between the International Court of
Justice (ICJ) and International Criminal Court (ICC). And you should
understand its respective roles too.

Cambodia had signed to be a member of ICC of Rome on October 23, 2000.
On April 11, 2002, Cambodia has ratified its commitment at this
international institution.
The scope of the accountability will not apply to the cases of crimes
committed before Cambodia's ratification of this ICC (2002); that is, it
cannot apply to Lon Nol's, Pol Pot's, and Hun Xen's 1997 coup and grenade
attacks. But this time, if Hun Xen wants to systematically kill our
peace-loving people, it's time to bring the case to ICC. It's not an
overthrown attempt to the government, but a mission to find justice for our
people and the real results of the election.

To file those complaints at ICC, one needs to consult the requirements of
its admissibility first.
In the case of ICC, everyone, including the individual victims and NGOs
(local or international), still can file the complaints and report such
crimes to the court.

I invite you to learn more about ICJ vs. ICC and understand its unique
roles and consider its case and details before over-generalizing the scope
of criminal conducts and indictment.
