Not sure ... sounds like you'd need a rubber or rubber-like coating
material.  I think that several such products have been mentioned here on
the list as possible materials for patching bellows.  The only thing like
this that I've tinkered with is Plasti-dip <http://www.plastidip.com>.  
It is commonly used to coat screwdriver and wrench handles.  It is
flexible, but I don't know how stretchable it is.  Comes as both a liquid
or a spray paint.  If you try it I'd like to know how well it works.
