..Sorry to respond so late , but I was in Asia for a bit. The responses to my description about mil being from the military have been something like, "I know the military and they need much better than mil tolerances". I agree to most of what is being said but please remember that before the first war, ( Crimean or W.W.I?) there were very few machines and generally everything was hand fit of had tolerances like +- 1/32 or so. When mass production started to become the rage and military , once again a great consumer of machined parts, need reliable, mass produced equipment it was the TOLERANCES of .001 that gave it the moniker of "MIL". Today when one talks of tenth's it is a tenth of a mil so be careful talking to machinist. All technical groups have their own lingo. What is the name for the specialty that determines the root derivation or words?, perhaps those guys can be the definitive judge on this.
