Matt,

I'd say to ask a metalworker. Some sort of steel tube, cut to length, on a
heavy base. The arm could be improvised from that of a professional camera
stand or simply a metal collar with bolt to hold it in place. Put a pulley
in the top with a heavy weight in the center of the hollow column and attach
it with a metal wire, you now have one that's counterbalanced. The only
thing left to find is a friend who can weld.
