Rakesh,

It's likely you have a DTD in your struts-config.xml pointing to jakarta.apache.org which is inaccessible from your computer (e.g. you are behind the firewall). The stack trace on the console (command line) should confirm this. What does it say?

The current workaround is to remove the DTD from your xml file.

This problem is on the top of our todo list. Besides, I admit the error messages is not descriptive enough. We will fix both problem in the next build. I will let you know when the next build is ready.
