I've also seen this problem with Safari (1.1.1/v100.1), except there, the frame doesn't render at all (even for a second and then disappear), and no amount of clicking, selecting, etc can bring it back.
However, there is one frame (the upper-right one), that ALWAYS renders, and stays rendered, in both browsers.
I wonder if this could have something to do with how window backing or low-level rendering works in Panther?

Very true, since 10.3 I've been unable to properly use Camino, since it badly renders frames :(
