The main reason for this is that we currently must build nightlies on 
jaguar (we have to convert mozilla's build to use the sdk mechanism in 
panther). Since we're still doing that, the pbproj is required.

You can run project builder in panther, you just have to already have 
it before an upgrade. I run it all the time with no problems.
