I can verify that the problem exists in the 2004-02-06 nightly build. This looks a lot like Bug 155351: <http://bugzilla.mozilla.org/show_bug.cgi?id=155351>
This is for popup WINDOWS - the original poster was posting about popup MENUS, aka jump menus. The select menu in the centre of the page should load a new page when the selection has changed, but does nothing in Camino.

This *is* an instance of bug 155351. Having popup *window* blocking turned on prevents the JavaScript triggered by the popup *menu* from opening a new page in the current window.
However, a fresh profile fixed it. I (and Mark Cannon, I assume) apparently had an incorrect prefs.js setting carried over from an earlier version, before the bug was fixed.
So Mark, if you delete (or move) ~/Library/Application Support/Camino/prefs.js, the popup menu should start working.
