I've noticed both of these things too. The first occurs (for me) when my bookmarks toolbar is 2 or more rows high. The second occurs any time I drag a bookmark. I have to release right next to one of the two bookmarks I want to move it between; directly in the middle causes the bookmark to move to the end. Maybe these have something to do with the change from 2 pixels to 5 pixels of space between bookmarks in the toolbar a few weeks ago?
