It was removed because:

- the MNG image decoder was larger than all other image decoders put together
- it lacked a module owner willing to support the decoder within Mozilla
- Pav likes being a dick somtimes.


I'm not sure when it will come back. Though it has ardent supporters, no one that I know of is willing to step up and take responsibility for the code in the tree.
