[Camino] Behavior with dock-menu 'new window'

  I just noticed if Camino is not the top application, and I select 
'New Window' from the dock menu, that the window (nor Camino) is 
brought to the front.  Is this the intended behavior, or is it a bug?  
It seems that if you create a new window, you will want to do something 
with it..
