[Camino] how does Camino determine when to offer a "password save"?

  How does Camino determine when to ask the user if they want to save a 
password in the Keychain?  I've noticed that on some sites (Yahoo 
Personals Login specifically), it doesn't ask you if you want to save 
(the accompanying HTML text to the PW field is "Password: ")
