It is the expected behaviour. Reply All is for replying to the sender
and recipients. When there is a Reply-To it uses that in lieu of Sender
and, in the case of this list, the Reply-To and To are identical.

which are both there in mailing list posts, but Reply-All still only
addresses the new message to the list. Is this the *expected*
behavior (surely not)?
I personally think a "Reply To List"/"Reply To Sender" command pair
(paired by shift key) would be *very* useful for Mail..
