Saving with the wrong default extension sounds like a bug.
OK, I've commented the bug report. What is the correct way to make this drastic change in the nature of the report to bugzilla? Close the current on and open a new one referencing the old report?
However, my last comment on this. According to the discussion previously in other forums (Bug 16800), this moves common writing techniques from usenet into more formal text based writing. There is already a standard form for this in written languages. Things like "see above" or "see below" in this format are now #word which was where a link was to someplace else in the document. The emphasis tags are added punctuation to a language. English writing instructors might have something more to say about this.

OK, assuming this is by design and its intended to add emphasis and meaning to text, then why give it an extension of .html. OS X assumes this is a browser intended to be opened by a web browser and does so. It isn't readable when opened in a browser (or TextEdit), but in BBEdit and it looks almost acceptable, if you understand how these emphasis tags add meaning.
